This estimate is derived from the transacted prices of comparable Terrace House properties in Kuala Lumpur. When a housing loan is applied for, the bank appoints a registered valuer from its own panel, and it is that valuer's figure — known as the bank value, or nilai bank — against which financing is computed. Panel valuers assess the same evidence on a conservative basis, and the bank value commonly comes in below the asking price.
Financing is extended against the lower of the bank value and the price stated in the sale and purchase agreement (SPA). Where the valuation falls short, the difference — the differential sum — is payable in cash by the purchaser. Margin of financing is typically up to 90% for a first or second housing loan, and is generally capped at 70% from the third outstanding housing loan onwards.
